Merge registerExtDirectComponents to DefaultConfiguration

Description
The array entries for extDirect are written to the global TYPO3_CONF_VARS after loading LocalConfiguration, this was introduced with #41052 and makes in impossible to override the default registering in LocalConfiguration with something else.
In bootstrap, it would be better, if this array part registration could be merged with DefaultConfiguration (with would enable overriding in LocalConfiguration again), removin the registerExtDirectComponents() method completly. But then, the "if Backend scope" can not be done anymore.
Thus, it has to be checked if we might introduce a privilidge escalation security issue if we do so.
To discuss with: Helmut and maybe Stefan Galinski.
Should be done before 6.0 final.

not sure about this, i don't know if anything changed in this area, i guess not, so it is probably still valid. i think we could still wait until extjs is gone and close this issue then, or fix it somehow.
