Description

Steps to reproduce
  1. Deactivate system extension "Tools > Install" (install)
  2. Clear cache
  3. Try opening Extension Manager or Language module:

Core: Exception handler (WEB): Uncaught TYPO3 Exception: #1289386765: Could not analyse class:TYPO3\CMS\Install\Sql\SchemaMigrator

Workaround/solution
Make Install Tool non-deactivatable like EM and System Language labels
