Currently the CSS for the form is included in the FE via
$GLOBALS['TSFE']->additionalHeaderData['tx_form_css']
which leads to an inclusion after the files included via page.includeCSS
It should be possible to remove the inclusion completely via TS and it should be possible to adjust the included CSS via _CSS_DEFAULT_STYLE.
