Step to reproduce the bug
1. create a content element (es. text/with image) and assign an header
2. assign a file link to the header with the pop-up (e.g. /fileadmin/documents/whatsoever.pdf
3. save it
4. open again
5. edit the link
6. select the target to "new window" (_blank) and then "update"
7. the link becomes fileadmin%2Fdocuments%2Fwhatsoever _blank
8. if I select the target altogether with the file (point 2) the bug does not trigger in
Tested in TYPO3 CMS 4.7.6, 4.7.7 and 6.0.1 with FAL (link becomes file%3A62 _blank)
