Extension Manager Doesnt load local tx3 files

Description

With TYPO3 version 6.0.1 trying to load local tx3 files, there is an error
extension upload failed
creating temporary file failed

But if the same extension is uploaded from the TER, then the extension loads successfully.
There are 2 extensions which have this error
phpmyadmin v 4.15.0
tt_news v 3.4.0
Other extensions will load without this error from local tx3 files, for example
cooluri v 1.0.29
kb_nescefe v 1.1.1
powermail v 2.0.6
