First: Could some admin-user please Change the Toppic to "Usabilitiy of Page Module" or some better title?
To make the differense more clear from TemplaVoils to PageModule I have added some Screenshots.
This is not about what looks better: my Mac or your PC..... This sucks..
I wand the best tool for the work I have to do.
And the Work is not: A easy way to do your admin job, the work is what your customers do: They make changes on the Website.
This Part must be in the focus of the usability, not if TV-Mapping is complicated or TS is missing some feature or is flow better than whatever.
The Work is done by my customers. They must be happy, cause they pay me.
So, this is about the Information you can get with first sight and what can be done directly without going to some menu.

On the TV Side:
- you better detect what is visible/hidden cause of the Icons
- There are the most important tools visible with hover-effect:
Edit, hide/show, Clipboardstate, shortcut (special TV feature), cut, unlink(kind of delete)
- between the Elements you have (always - even there is NO element on the page)
New Item, Folder (New element by browsing through Elementsbrowser), Clipboard insert (if there is content in clipboard)
WebModule
- visible/hidden by lighter/darker background, no icons. Icons appear with hover effect
Width hove you see Edit hide/show, delete
- New Item
The TV Tools in Titlebar make the TV-Module so powerful. The usability is much better.
The Page Module hat alway a lack of usability fetures.
The Color-scheme of TYPO3 at all:
Everything is a kind of grey: lingter, darker. Sometimes The difference is only between some lighter and not so light....
I am sure you can easyly tell the difference between this colours - you are young mid 20?
Think about end 40 - what will your eyes be in 20 Years... Can you still tell the difference between #333 and #666 at first sight?
Ask you customers if the can.
And maybe ist not of your bad Eyes, but cause of the ceap Hardware your boss gives you for your Work. Most Computers are not HighEnd Machines with the latest and best thinkable Hardware but there are working machines: cheap with bad displays - thats real Life.
mybe ths would be a new task for the usability Group introduced wit V4. Are they still active?
With V6 drag and Drop and the add Item between all CEs was introduced and...
Why was the work stopped here? Since V6 was not only some new TYPO3 but a new Start to new worlds...
OK, nothing too late. Check out TV if you are not familiar with it.
Bite throug the (hated? I love it) mapping Mechanism and you see advantage of the Usability of TV on your own.
Promise: You don't want to go back to PageModule and your cusomers dont want, too!
Ist always a small change that makes the difference!
And I am sure ist not a small task to do the programming for this - but I am sure it's worth, even if you care about the "TYPO3 is so complicated"-opinion by other cms-brands (which is not thue by the way).
Lets turn T3 into a CMS for real Live outside the coders/designers office.
Go to you cusomers and see what/how they are working with.
Count how often they switch around the modules, staring on the screen and try to find out whar its going on.
You need more screens, descriptions, ideas... let me know.
