Bug #51537: Add distribution management to extension manager
Add possibility to use an extension as repository

Extension Manager
Description
Sometimes extensions depend on customized versions of other extensions or on extensions that aren't released to the TER.
This feature allows an extension to deliver it's own dependencies by having the unpacked extensions inside the folder Initialisation/Extensions. The extensions are then copied to typo3conf/ext when resolving the dependencies.

Would be very neat if we could have a documentation on the whole concept of the distribution management "somewhere". This should document the intended "structure" of such a distribution extension, what it means for TER, what changes we need in the EM etc. Suggested place to document the concept would be:
http://wiki.typo3.org/Blueprints
In this case this could serve the reviewers as a guideline of "where we are heading" while also providing a good kick-start for a future documentation that we will require this new feature to have.
Susi, could you please provide some "words" about it in form of a blueprint? That would be awesome!
