Description

Default setting of $GLOBALS['TYPO3_CONF_VARS']['BE']['explicitADmode'] is still explicitDeny which is really problematic because it prevents nested Backend user groups to be properly defined with additive ACLs. When one discovers this limitation, all groups have to be reconfigured after the (logical) change to explicitAllow.

This is a breaking change and it should be done in combination with a change in Upgrade Wizard.
