Description

Currently the t3ver_state field can have 6 different integer values (http://docs.typo3.org/typo3cms/extensions/workspaces/latest/Administration/Versioning/Index.html).
The code would be better readable if there where speaking constants instead of a range of numbers from -1 to 4.

The constants have to be defined in the core because we also need them if the version extension is not installed.
