As soon as a composer.json is present the dependencies of ext_emconf.php are only considered for allowing to install an extension in em.
The Loading order detecten (aka dependency graph) only looks at the composer.json
If a depency only is defined in ext_emconf.php the loading order does not match afterwards.

The issues are not linked on purpose, so the refactoring ticket does not get bloated with relations.
