Default image title in RTE contains the file name

Description

Hi,

When i insert an image in the RTE, by default, the title contains the file name (filename.jpg for example).

But i want the title to contain the file title instead, and nothing if the title is empty. I couldn't find any configuration about that!

The problem is existing in TYPO3 6.1 and 6.2
