rtehtmlarea adds user setting options to the setup extension, but these are not shown.
The problem is a wrong loading order of the extensions.
This can not be fixed by defining a dependency, but RTE suggests the setup extension.
By fixing #57825, this can be fixed by adding the suggestion also to composer.json.
