closedExtension manager unusable after accidentially removing an extension

Description
After I accidentially removed typo3conf/ext/realurl/
from the file system, I cannot use the extension manager anymore to fix the problem.
I get the following error upon entering the EM:
Oops, an error occurred!
The package "introduction" depends on "realurl" which is not present in the system.
This is of course an user error, but TYPO3 should make it possible to fix the problem, not prevent that.
Steps to reproduce:
1. Via the "distributions" screen in the extension manager, I installed the "The official Introduction Package" and got the message
Could not install distribution 'realurl'
Your TYPO3 version is higher than this extension requires. It requires TYPO3 versions 4.5.0 - 6.2.999
2. In the extension manager's extension list, I then tried to activate it again and now forced the installation of realurl.
3. Then I rm -rf typo3conf/ext/realurl
4. Go to extension manager
