Add possibility to disabled TER download in EM

Description
Currently it isn't possible to use the extension manager without any (initial) internet connection. This is because on first opening the EM tries to fetch the extension list. Without any internet connection this fails and the list view isn't shown at all. We should add an option to disable the function to install extension from TER for intranet solutions as this would never be possible.
