Description

Given an extension has a dependency set to extension "core" in ext_emconf.php
When I activate this extension in the extension manager
I expect it to be installed without further notice

Actual result. Extension manager complains with message:

"The extension core is needed in version 6.2.9 - 7.99.99, but could not be fetched from TER"
