TCA not loaded for runtimeActivatedPackages

Description
Currently you have to clear all caches to use $GLOBALS['TYPO3_CONF_VARS']['EXT']['runtimeActivatedPackages'] because runtime activated packages are not included in the cache identifier. If you remove an extension from config the system breaks because of cached files.
