Bug #66932: Shortcut Mode "First subpage of selected/current page" doesn't work in multilanguage site

Description

When a shortcut has no proper target configured, it will be generated as an empty link. This is invalid markup, so it should be fixed by not rendering the link at all. The menu item must still be rendered, as it might have submenu entries that are valid.
