Description

The debug bad z-index to too high therefore the debug is not overlayed with dark back ground when modal is visible.

Reproduce:
+ Open your browser developer console and send comment:
top.TYPO3.DebugConsole.add('test');
+ Minimize with "arrow down" icon
+ Navigate to List Module
+ Press "delete" icon

The debug bar is "above" the dark back ground but should be below.
