Documentation at http://docs.typo3.org/typo3cms/CoreApiReference/ExtensionArchitecture/FilesAndLocations/Index.html mentions that directory-names should be "Css" and "JavaScript". In the core we have things like "Styles", "Stylesheets" etc. currently.
