Copy or translate content inconsistent

Description
Imagine a fresh TYPO3-Installtion with two languages. And there is a already translated page and there exists one contentelement in the default language.
Now click on the "Translate" Button in the second language and choose "Copy". So far everything works fine.
Now create a second contentelement in the default language and click "Translate" in the second language again. In the lightbox appears only one button "Translate". "Copy" is missing. If you choose Translate, the second language has two elements: The first as copy, and the second as translation and the Errormessage "Inconsistend content detected..." appears.
So please make the "Copy" Button available instead of the "Translation" Button, on pages with copied elements.
