As an editor I want to create a content element with video
Acceptance Criteria:- I want to see a field for entering the url for the text track
- A warning is displayed if there is no link to a text track
- The warning contains the WCAG rule and a direct link to the explanation of the rule (WCAG 1.2.3, Level A https://www.w3.org/WAI/WCAG20/quickref/?showtechniques=121%2C241%2C246%2C123#media-equiv-audio-desc)
