Description
As an editor who is limited to one or more alternative languages i should not allowed to move elements in the default language.
Acceptance Criteria:
• in page module: no Drag & Drop on content elements in default language
• in list module the options „move up“, „move down“ should not be visible in the default language

Just retested this in current TYPO3 versions, this is now fixed.
