"Insert Image" in RTE broken, if backend frame is missing

Description
Clicking "Insert Image" results in a JavaScript error, as the necessary configuration is not available if RTE or EditDocumentController itself are opened in a new frame.
How to reproduce: Open a CE with an RTE and open the fullscreen mode in a new tab.
