Remove dependency to TemplateService

Description
The method for OptionSplitting in TemplateService
is completely isolated from everything else, and creates
a very strong dependency to TSFE + TemplateService
in various places.
Moving this code to ArrayUtility (as it is completely static)
helps to decouple TSFE, tmpl and cObject more.
