Compact clear cache options to a single link when there is a single action

Description
In order to skip the need to open a drop-down menu and click the only link that is there, a decision can be made in the toolbar item to dynamically return true or false for hasDropdown() depending on the number of actions contained, combined with a different template to render single items and wrap them in a link, and a small change to the selector that matches links in the JS component.
Marked as UX bug because clicks are wasted.
