upgrade wizard won't finish upgrade when not installing compatibility6

Description
The upgrade wizard reports that it is only "86% Complete" when not installing ext compatibility6.
This extension should be optional. When I select to install it I receive a warning:
??Are you really sure?
You should install EXT:compatibility6 only if you really need it.??

- Status changed from New to Rejected
- Priority changed from Should have to Won't have this time
The progress bar is thing that must reach 100%. It only gives you an indication how much work is left. It does not (can not) decide between optional and mandatory updates.
I am under the impression that the update wizard is unable to set the correct compatibity version until you install all those optional updates, maybe there are other means but I didn't find them. There is an error in the upgrade wizard if it requires optional updates to be installed before it can finish the upgrade.
I keep getting a nagging screen on the home page of the cms that says "Important Notice!
One or more problems were detected with your TYPO3 installation. Please check the status report for more information."
In the status report it says:
Update Incomplete
This installation is not configured for the TYPO3 version it is running. If you did so intentionally, this message can be safely ignored. If you are unsure, visit the Update Wizard section of the Install Tool to see how TYPO3 would change.
@Joris, you must still perform the update, but if you select "no, don't install", the only the wizard is marked as done. That should get you to 100%.
@Philipp Gampe You are correct. I just returned to the wizard turned off by the warning while if fact the step would be skipped by choosing "no, don't install" and clicking "perform updates" anyway. Many thanks!
I think it's worth considering updating the button text with a more accurate description of what it does. "Continue" or "confirm" comes to my mind but maybe there are more descriptive texts for this button.

This message appears in the reports module after a fresh install, no upgrade:
"Update Incomplete
