Oracle support - Install tool - Database connection

Description
Thish is a patch to begin adding Oracle support to TYPO3. This implements database connection configuration (step 2 of the install tool).
The patch has been tested with Oracle 12c. TYPO3 is not functionnal.
Note: A series of other patches are needed to support Oracle completely and will be sent separately once they are finished

TYPO3 is not functionnal means that it will not pass step 3 only with this patch
