Oracle support - Install tool - Unicode detection

Description
This patch add Unicode detection for Oracle databases. This allows to execute step 3 of TYPO3 installation and select a database.
The patch has been tested on Oracle 12c.
Note: A series of other patches are needed to support Oracle correctly
