Add capability to simulate file upload to functional test (DataHandler)

Description
Thanks to Olly Haders enormous efforts to push the functional tests for DataHandler we have a class ActionService, that provides convenience methods to initiate all kind of DataHandler related actions.
Sadly, there is no possibility yet to simulate the upload of files.
