Description

We all love fancy tooltips!

Steps to reproduce the bug

  1. open access/permissions module
  2. mouse over on some of the permission togglers and you see the bootstrap tooltips instead of the default delayed title
  3. now click on it
  4. after the permissions are changed (https://github.com/TYPO3/TYPO3.CMS/blob/master/typo3/sysext/beuser/Resources/Public/JavaScript/Permissions.js#L76)
  5. the spans are replaced with javascript AND the tooltips aren't working anymore (event handlers are removed)

Acceptance criteria

I want fancy tooltips after changing permissions in the TYPO3 backend module "Access" ¯\_(ツ)_/¯
