Update comments in ExtensionManagementUtility about use in ext_tables

Description
In v8 the Install Tool has a wizard to check for TCA modifying functions in ext_tables.php files. The comments of these functions however, often mention that they are for use in ext_tables.php or TCA/Override/*.php files.
The comments obviously need to be adapted to the new situation as usage in ext_tables may break the frontend.

Question: Any chance to add more clarity to the documentation?
Here, for example, it doesn't really say that the usage in ext_tables is discouraged...
