When "Publish only content in publish stage" is selected "Choose selection Action" and "Choose Mass Action" contain only "Discard"

Description
Steps to reproduce the issue:
- create a WorkSpace
- set "Publish only content in publish stage"
- then the dropdowns "Choose selection Action" and "Choose Mass Action" contain only "Discard"
Please note that this still happens
- when your user is an administrator
- the content is in "Ready to publish" stage
Can reproduce with both 7.6.18, 8.7.1 and latest master 9.0.0-dev
AFAICS it is still present on 10.3.0-dev (latest master)
- TYPO3 Version changed from 7 to 9

I can confirm this. Still present in 9.5.19
While the described behaviour can be reproduced, it may not be a bug.
Mass-Action-Publish publishes regardless of the state. So when "Publish only content in publish stage" is set, they just disallow the mass action to publish. Seems a bit cheap - but does the job.

Indeed. I agree this is technically no bug, but bad usability:
I a user can't publish, the according entries from 'mass action' and 'selection action' are gone (this is correct), and only the 'stage action' drop down can be used to push change to the next stage.
Still, the three drop-downs are confusing. This part of the interface should have improvements. We're currently streamlining the one or the other detail of the interface with other tickets. I'd suggest to create a fresh ticket for the drop-downs when we have a plan on how this could be improved?
For the mentioned issue, I'd suggest to close it for now since its technically ok so far. Aggreed?
@Christian Kuhn thank you for your work in this area, so long neglected.
If there is already a ticket about streamlining the interface (right now, it is really confusing) and it is worked actively, then maybe this is no more necessary and can be closed.

I'd say we should only open an issue when we actually have a plan on how to move forward in this area. Having a general issue 'the drop downs are funny' without some solution wouldn't help us much in the current state.
