FE_USER Access Stop Date

Description
If the stop date over is above 30-12-2020 11:00 PM and save the Form, changed the date to 30-12-2020 11:00 PM.
In the Range Definition is the Upper Limit up1609369200 (typo3\sysext\frontend\Configuration\TCA\fe_users.php).
The Problem was tested in the version 7.6.x and 8.x

this change won't be backported to 7 anymore. you can just override the TCA there yourself.
