Description

This is a typical upgrading issue to v9:

The 'EXTENSIONS' sub array is new in v9, so it does not yet exist in LocalConfiguration if upgrading. The install tool 'silent extension configuration / extConf upgrader' ajax call fails if that array does not exist in LocalConfiguration, yet.

Result: An early install tool action fatals, 'Something went wrong' is shown and the system is bricked.
