Improve default directory for mail spooling

Description
With feature #76349 mail spooling is possible but default location is within typo3temp which is a really bad idea. People are used to clear this directory but now the effect would be a data loss.
Proposal:
- improve rst
- don't set any default directory but let the user decide and throw an exception if not set
