Several system tables use invalid rootLevel value

Description

According to TCAref rootLevel must be an integer, allowed values are:
  • 0
  • 1
  • -1

Some system tables like sys_log, sys_news or sys_file use a boolean true instead using integer 1.

So, this is not a real bug cause everytime the option is used, it's casted to (int). It's more an invalidation of TCA.
