Description
In the form module, if you create a form named "test" and another one named "tEst", and then use only one of them in the frontend plugin, you can't delete both of them in the form module.
If you don't use any of them in the frontend plugin, then there is no problem, you can delete the one you want.

I can not reproduce this (TYPO3 8.7.11-dev, ubuntu 16.04)
I create a form named "test" and another one named "tEst".
The references are recognized correctly, and the form with no reference can be deleted.

Patch https://review.typo3.org/#/c/55830/ fix the problem, i just test it thanks to Björn Jacob on Slack
