Description

In order to streamline the localization mode behavior (free / connected mode), the Core must be aware of that state. The state must be stored in the database, to have it available in any context of the application.

In its current state, the used localization mode is calculated on runtime in the page module.

The following things are required:
- Field in the database
- Setting the field using the localization wizard
- Upgrade wizard
- DataHandler changes
