If you click "Download as zip" on an extension in module "Extensions > Installed Extensions" you get a file called <extension>_<version>_timestamp.zip.zip (like bootstrap_package_9.1.1_201808071026.zip.zip or my_forms_0.3.0_201808070746.zip.zip)
The file is packed only once and should named with one ".zip".
