Update url of TYPO3_URL_DONATE constant

Description
There are some outdated constants for external links that lead to a 404 page.
- TYPO3_URL_DOCUMENTATION
- TYPO3_URL_CONSULTANCY
- TYPO3_URL_SYSTEMREQUIREMENTS
Maybe TYPO3_URL_DOWNLOAD should also be updated, because this is only a redirect to the new get.typo3.org.
Checked for branch master, 8-7 and 7-6

Thanks for reporting, these URLs are not in use anymore in TYPO3 8.7 or later.
We will deprecate these URLs now with https://review.typo3.org/#/c/57843/
The only url which can be updated is TYPO3_URL_DONATE
