Description
TYPO3 installation should notify backend users, admins and editors, about the update status.
- If a security related update is missing, a note in the topbar next to the current version and a warning modal should appear.
- If a bugfix update is missing, a note in the topbar next to the current version should appear
- If TYPO3 is up to date a green check mark should appear next to the version

The notification should be deactivatable by user TSconfig.
