Outbound facebook links broken

Description
Facebook seems to add the parameter fbclid to all outbound links which breaks cached pages since 1 or 2 weeks.
The parameter fbclid should be added to default cHashExcludedParameters to avoid this.
This should be done for all supported TYPO3 versions.
