When setting up a new TYPO3 instance, a site configuration should be created, like it is done with a root page and a default sys_template

Good idea! I tested it by myself and made some adjustments. So far everything works nice...the main problem was that int-string-cast.
A nice to have, but that's only my opinion, would be a text change from "Create empty starting page" to "Create empty starting page with Sites configuration".
