Workspaces overlay in TCA Inline

Description
When using the TCA config type 'inline', there is no workspaces overlay when 'localizationMode' is not set or set to 'select'.
The function getWorkspacedUids is only called in the modes 'keep' or 'none'.
I haven't tested this in 9, but I think it has the same issue because in backend/Classes/Form/FormDataProvider/TcaInline.php the function getWorkspacedUids is never called (the options 'keep' and 'none' are removed in 9).

Hey,
thanks for your patch - which was a place where we could make workspaces better!
we were able to improve Workspaces more in v9 and v10. See https://review.typo3.org/c/Packages/TYPO3.CMS/+/60890 were we fixed and merged the change. we won't add this change to v8 anymore, as this is in "priority bugfix mode" now. Please upgrade to v9, as v8 support will be dropped in April 2020.
