Typo3 9.5.2 / 9.5.3: Core update does not start the download of a new version

Description
The core updater shows the message Update to security relevant released version 9.5.4 is available!.
After clicking "Update now" the page is reloaded without performing the update, but shows the same message Update to security relevant released version 9.5.4 is available! again.
This behavior happens on two different linux server using typo3 9.5.2 (clean install) and 9.5.3 (upgraded from 6.7.21) using the default link and directory structure on linux.
Syslog, apache error log and php error log contain no error messages.

same problem here, did every 9.5.x update
I remember the "Update now" only worked one time - 9.5.1 -> 9.5.2?

Have the same problem on our 9.5.4 instance. Has anyone found a workaround or a reason for the update no longer doing anything?

Feedback on slack indicates this is the same issue as the linked one, closing this one, is fixed in 9.5.5.
