It's possible to save site configurations with wrong baseVariant condition locking up the whole setup in an exception

Description
The backend sites module allows to save site configurations with baseVariants that will lock up the whole setup (it will throw an exception everywhere).
I entered as a baseVariant condition IENV:TYPO3_SSL = 1 and saved.
The whole setup was instantly locked up in an exception Unexpected character "=" around position 15 for expression `IENV:TYPO3_SSL = 1`.
I could only fix this by re-uploading the config.yaml to the server via rsync or sftp.
