Description
If working in the Backend wich Webkit Browsers (Safari, Firefox, Chrome), a small part of the content area is covered by the header part (module-docheader) which has got the "position:fixed" status.
The Body (module-body) is fully visible because of the padding at the top, but the scrollbar is not, if there are many content elements and the scrollbar is accordingly short (screenshot).
