Prevent double scrolling behaviour in install tool modals

Description
When there are errors in backend install tool modals, there is some weird scrolling behaviour with scroll elements within scrollable elements. That doesn't seem to be nice UX, I think it should be one scrollable modal.

There is no screenshot or a description how to reproduce this.
I am having a hard time figuring out if this is a duplicate for https://forge.typo3.org/issues/88064 and https://forge.typo3.org/issues/88064.
If yes, it would be good to decide on one issue to use, close the others and refer to that one in the review commit message (https://review.typo3.org/c/Packages/TYPO3.CMS/+/60398). Right now issues 88064 and 88064 have comments from the review but the commit message does not mention them.
If these are duplicate, I suggest to use https://forge.typo3.org/issues/87382 as main issue and close the others as duplicates.
