Description

typo3/sysext/core/Classes/Log/Writer/FileWriter.php uses GeneralUtility::mkdir_deep to create probably missing directories for the configured logfile.
When using php://stdout as a logfile destination empty php: directories popup under the web root and under typo3/.

Before creating the directories we have to check for the usage of a [https://www.php.net/manual/en/wrappers.php]
