function isAllowed in PharStreamWrapperInterceptor.php always returns false as $baseName contains backslashes on windows systems.

Can you provide more details on the background of your installation?

Windows version, webserver configuration etc? Also, it'd be great to know if you've installed TYPO3 via composer or downloaded the tarball/zipfile
